Pupil Personnel Services

The Pupil Personnel Services Department at the Highland Central School District provides programs for students with disabilities, as well as support services for displaced students and families. The District is committed to placing students in the least restrictive environment, in line with New York State Education Department regulations. This ensures that students with disabilities receive special education services alongside their non-disabled peers, to the maximum extent appropriate, and as close to home as possible.

If you believe your child has a disability that impacts their educational performance and may require special education support, please contact your child's teacher or guidance counselor first. You can also initiate a referral by writing to the Committee on Special Education (CSE) in the school district or the district where the non-public school is located.

After we receive the referral, we will send written consent forms for your signature. Once the signed forms are returned, evaluations will be scheduled. After the evaluations are completed, the CSE chair will contact you to arrange an Initial Eligibility Meeting to determine whether your child qualifies for special education services.

PLEASE NOTE: If your child is of preschool age, you will need to register them with the District first and include a short statement of what difficulties your student is experiencing. To do so, please contact Registrar Julie Miller at (845) 691-1032.
