Parent's Bill of Rights
Highland Central School District seeks to use current technology, including electronic storage, retrieval, and analysis of information about students’ education experience in the district, to enhance the opportunities for learning and to increase the efficiency of our operations.
Under federal and New York State law and regulations, Parents and Guardians are entitled to certain protections of their student’s data.
You have the following rights:
- Your child's data is prohibited from being sold. It cannot be used for any commercial or marketing purpose. It cannot be shared with an unauthorized person.
- You have the right to inspect and review the contents of your child's education records. The procedures for exercising this right can be found in Board Policy #7240.
- Your child’s data must be protected using high standards and best practices. Some of these practices include encryption, firewalls, and passwords to protect student data.

5. You have the right to file a complaint regarding a breach and have it addressed within 60 days. Parents may make a written report of a possible breach of student data to the Highland Central School District Data Protection Officer by email at:

For each agreement between Highland Central School District and outside parties that receive protected student data from the district, the following information will be compiled and posted to our website:
a. The exclusive purpose for which the data will be used
b. How the contractor will ensure that any subcontractor it uses will abide by data protection and security requirements
c. When the contract expires and what happens to the data at that time
d. If and how an affected party can challenge the accuracy of the data
e. Where the data will be stored
f. The security protections taken to ensure the data will be protected, including whether that data will be encrypted.
