Updated Student Use of Personal Technology Policy

Dear Highland Central School District Families,

We hope this letter finds you well as we enjoy the final weeks of summer and prepare for the start of another successful school year. We are writing to inform you about an important update to the District’s “Student Use of Personal Technology Policy,” which was adopted by the Board of Education on August 5.

This update expands on the policy that went into effect in March and is intended to further align the District with New York State’s new “Distraction-Free Schools” law, announced by Governor Kathy Hochul in June. The revised policy is designed to promote a safer, healthier, and more focused learning environment by limiting the use of personal electronic devices—particularly cell phones and smartwatches—during the instructional day.

Key Points of the Policy:

  • Personal electronic devices may not be used by students during the school day, including in classrooms, homeroom periods, lunch, recess, study halls, or during passing times.
  • Students may bring their devices to school but must keep them stored in backpacks throughout the instructional day.
  • Students who require assistive technology as part of an IEP or 504 Plan will continue to receive accommodations in accordance with the law.
  • Before and after school use of personal devices is permitted.
  • To minimize distractions and maintain focus, parents who need to reach their child during the school day should do so by:
    • Calling the main office of your child’s school
    • Emailing your child at their District-provided email address

The District provides every K-12 student with access to internet-capable computing devices for instructional use. These devices support classroom activities, research, college and career planning, and other approved educational purposes—reducing the need for personal devices during school hours.
