More for Less: A Tax-Neutral Capital Project to Improve Safety, Conserve Energy & Protect Infrastructure


The Highland Central School District has the unique opportunity to complete $8 million of facilities work with no anticipated increase in taxes. The timing of retiring debt, availability of State Aid, and level of money saved in the District’s Capital Reserve fund make this possible. The identified upgrades have been prioritized to address the most pressing work that can be completed without increasing taxes. The proposal is designed to:
• improve safety and health conditions for our students.
• upgrade some infrastructure that are reaching the end of their useful life.
• improve energy efficiency.
• enhance some student programs.
